Transparency Report

Publishing Incidents of Hazing. UNC Charlotte will share information on its website about hazing violations by any established or recognized student organization in a report called the Campus Hazing Transparency Report. This report will be updated two times per year, and will include:
 
  • A description of what happened, including if alcohol or drugs were used in an illegal or harmful way.
  • What the university found during its investigation.
  • Any sanctions the student group received from the university.
  • The date when the hazing was said to have happened.
  • The date when the university started investigating the incident.
  • The date when the university finished the investigation and decided that hazing did occur.
  • The date when the university told the student group that they were found responsible for hazing.

A report, including a history of organizations found responsible for violating hazing violations of the Code of Student Responsibility from the previous five years is provided here. Any finding of hazing by the national organization is also included. Hazing statistics will also be included in the annual security report.

  • University Policy 406, Chapter 3(j). Hazing - Any activity related to membership in a group or team, including a Student Organization, that may demean, disgrace, or embarrass a person or that risks endangering the mental, physical, or emotional health of a person, regardless of whether such person has agreed to participate in the activity. Hazing includes violation of North Carolina law as established in NCGS §14-35.

Incident Description: Alpha Sigma Phi had their new members participate in "serenades" for other sorority chapters where they were required to perform a dance that included inapropriate dance movements that could be considered embarrassing or demeaning. 

Outcomes:

  • Disciplinary Warning.
  • Coordinate a presentation to the chapter by your Chapter Advisor, Student Accountability & Conflict Resolution and the Office of Fraternity and Sorority Life. The presentation should be focused on educating members about University policy (e.g. Hazing, Code of Student Responsibility, Help Seeking Protocol) and strategies for creating and sustaining a positive fraternity experience, including strategies to empower members to intervene and hold themselves/other brothers accountable. The presentation must occur by March 4, 2023, and 75% chapter attendance is required.
  • The chapter is required to host a Bystander Intervention Training to be completed by the Center for Wellness Promotion or other approved resource. The training must occur by May 5, 2024 and 75% chapter attendance/participation is required.
  • As determined by Alpha Sigma Phi Headquarters, additional training may be assigned. The chapter is required to complete any additional training according to the expectations and deadlines determined by Alpha Sigma Phi Headquarters.

Policies Violated:

  • University Policy 406, Chapter 3(j). Hazing - Any activity related to membership in a group or team, including a Student Organization, that may demean, disgrace, or embarrass a person or that risks endangering the mental, physical, or emotional health of a person, regardless of whether such person has agreed to participate in the activity. Hazing includes violation of North Carolina law as established in NCGS §14-35.

Outcomes: 

Outcomes in this case reflect the reported hazing incident as well as another unrelated incident that were resolved concurrently. Outcomes include:

  • Deferred Registration Suspension effective April 19, 2024 until May 19, 2025.
  • Limited Social Probation effective April 19, 2024, through December 14, 2024. During this period, the organization may not sponsor any activity, party, or function with alcohol that is social in nature. Violation of the social privileges revocation may result in additional outcomes pursuant to The Code of Student Accountability.
  • Coordinate a presentation to the chapter by Student Accountability & Conflict Resolution and the Office of Fraternity and Sorority Life. The presentation should be focused on educating members about University policy (e.g., Code of Student Responsibility, Help Seeking Protocol) and strategies for creating and sustaining a positive fraternity experience, including strategies to empower members to intervene and hold themselves/other brothers accountable. The presentation must occur by September 9, 2024, and 75% chapter attendance is required. (Complete)
  • Chapter leadership will be required to meet with the Office of Fraternity and Sorority Life advisor at least one per month through May 2025, focusing on leadership development, new member education, the creation of a chapter action plan, member retention, and officer transitions.

Policies Violated:

  • University Policy 406, Chapter 3(j). Hazing - Any activity related to membership in a group or team, including a Student Organization, that may demean, disgrace, or embarrass a person or that risks endangering the mental, physical, or emotional health of a person, regardless of whether such person has agreed to participate in the activity. Hazing includes violation of North Carolina law as established in NCGS §14-35.

Incident Description: On March 1, 2023 it was reported to the university from Alpha Tau Omega headquarters that Alpha Tau Omega forced potential new members to shotgun beers as a part of membership interviews. It was also reported that the new members were forced to participate in lineups where the new members were expected to answer questions and memorize information about pledge brothers, and if they got the information wrong, they were forced to run laps. 

Outcomes:

  • Registration Probation from April 11, 2023 until May 15, 2024
  • For two calendar years chapter leadership must, in collaboration with the Office of Fraternity and Sorority Life, Student Accountability & Conflict Resolution, and/or Alpha Tau Omega National Headquarters, plan and conduct regular training on hazing prevention and strategies for creating and sustaining a positive fraternity experience, including but not limited to, strategies to empower members to intervene and hold themselves/other brothers accountable, alcohol and drug prevention education, and risk management. This training may include national/regional speakers and/or appropriate university offices, but must occur with each new member class and at least 75% chapter attendance is required.
  • For two calendar years, coordinate a presentation to the chapter by Student Accountability & Conflict Resolution. The presentation should be focused on educating members about University policy (e.g., Code of Student Responsibility, Help Seeking Protocol). The first presentation must occur by May 15, 2023, and 75% chapter attendance is required. The second presentation must occur by October 15, 2023. Contact Kaela Lindquist, Associate Dean and Director of Student Accountability & Conflict Resolution, to schedule the presentation.
  • For the next two calendar years, chapter leadership must meet with Office of Fraternity and Sorority Life staff at least once per semester to discuss current trends and issues within the organization and resources available on campus.

Outcomes:

  • Deferred Registration Suspension effective January 22, 2024, until December 14, 2024.
  • Registration Probation effective December 15, 2024, until May 12, 2025.
  • Coordinate a presentation to the chapter by Student Accountability & Conflict Resolution. The presentation should be focused on educating members about University policy (e.g. Hazing, Code of Student Responsibility, Help Seeking Protocol) and strategies for creating and sustaining a positive fraternity experience, including strategies to empower members to intervene and hold themselves/other brothers accountable. The presentation must occur by March 4th, 2023, and 75% chapter attendance is required.
  • Host a Bystander Intervention Training to be completed by the Center for Wellness Promotion or other approved resource. The training must occur by May 5th, 2024 and 75% chapter attendance is required.
  • The Office of Student Accountability and Conflict Resolution will support any educational outcomes provided to the chapter by Chi Phi Fraternity Headquarters as outlined in the Psi Delta Chapter Support Plan or otherwise assigned. Any failure to meet these obligations could result in further disciplinary action.

Policies Violated:

  • University Policy 406, Chapter 3(j). Hazing - Any activity related to membership in a group or team, including a Student Organization, that may demean, disgrace, or embarrass a person or that risks endangering the mental, physical, or emotional health of a person, regardless of whether such person has agreed to participate in the activity. Hazing includes violation of North Carolina law as established in NCGS §14-35.

Incident Description: Sigma Chi had their new members wear clothing items around campus that were intended to embarass and/or burden new members. New members then performed tasks around campus in said clothing items, such as lifting weights in the University Recreation Center. 

Outcomes:

Outcomes in this case reflect the reported hazing incident as well as another unrelated incident that were resolved concurrently. Outcomes Include:

  • Registration Suspension effective February 19, 2024, through May 15, 2026
    • During the period of Registration Suspension, neither the Sigma Chi name/letters/insignia nor the chapter name/letters/insignia may be used by undergraduate members of the suspended chapter for any University-sponsored program, activity, or related event (e.g., intramural teams, athletic event block seating, tailgating). Such activities may constitute a violation of sanctions for the chapter and may result in denial of recolonization and/or disciplinary action against individuals. This includes official chapter social media accounts (e.g., Facebook, Twitter, Instagram) and use of the names/letters/insignia as part of a residence.
    • During the period of Registration Suspension, no member may participate in any type of “underground” fraternal activities concerning Sigma Chi. Such activities may constitute a violation of sanctions for the chapter and may result in denial of recolonization and/or disciplinary action against individuals In order to return to campus, the chapter must regain recognition per the Recognition Guidelines set by the Office of Fraternity and Sorority Life and determine a desired return date with the Office of Fraternity and Sorority Life.
    • Recognition may not be regained if the appropriate guidelines are not met. The national/international organization must send at least one professional staff member to assist with the recolonization, new member recruitment, and new member education process of the chapter upon its return to campus. Any chapter alumni involved in the recolonization, new member recruitment, and new member education process must be screened and approved by the national/international organization.
  • For two calendar years after returning to campus, chapter leadership must meet with Office of Fraternity and Sorority Life staff at least once per semester.
  • Completion is required of any overdue sanctions from any prior organizational cases within the first 6 months of the organizations return to campus.

Policies Violated:

  • University Policy 406, Chapter 3(j). Hazing - Any activity related to membership in a group or team, including a Student Organization, that may demean, disgrace, or embarrass a person or that risks endangering the mental, physical, or emotional health of a person, regardless of whether such person has agreed to participate in the activity. Hazing includes violation of North Carolina law as established in NCGS §14-35.

Incident Description: Behavior occurred across a multi-year period from 2019-2022 but was reported to the University on May 3, 2022. Behavior included New members being duct taped to a tree, while holding large logs, and were yelled at to recite information related to the fraternity. Additionally new members were forced to perform tasks with certain items of clothing removed, including finding small objects in the dark at night, jumping into cold ponds, and performing military poses. New members were also forced to consume alcohol and sing songs that were meant to be degrading or embarrassing. 

Outcomes:

  • Registration Suspension effective May 13, 2022, through May 13, 2027
    • In order to return to campus, the chapter must regain recognition per the Recognition Guidelines set by the Office of Fraternity and Sorority Life and determine a desired return date with the Office of Fraternity and Sorority Life.
    • The national/international organization must send at least one professional staff member to assist with the re-establishment, new member recruitment, and new member education process of the chapter upon its return to campus. Any chapter alumni involved in the recolonization, new member recruitment, and new member education process must be screened and approved by the national/international organization.
      Any chapter alumni involved in chapter management upon completion of the re-establishment process must be screened and approved by the national/international organization. All individuals appointed by national/international organization to help with re-establishment must meet with the Director of Student Accountability & Conflict Resolution, or designee, prior to recolonization to discuss organizational conduct expectations.
  • For two calendar years after returning to campus, chapter leadership must, in collaboration with the Office of Fraternity and Sorority Life, plan and conduct regular training regarding hazing.
  • For two calendar years after returning to campus, chapter leadership must meet with Office of Fraternity and Sorority Life staff at least once per semester to discuss current trends and issues within the chapter and resources available on campus.

  • m. Failure to Comply - Failing to comply with the reasonable directions of or meeting requests by University officials, including, but not limited to, Dean of Students Office staff, Office of Student Conduct & Academic Integrity staff, Police and Public Safety officers or other designated security or law enforcement agents, Housing and Residence Life staff, or Title IX Office staff, acting in performance of their duties.
  • h.1. False Information: Furnishing - Furnishing false information to the University.

Incident Description: New members were required to call active members to check in multiple times a day with no formal education or other information communicated as a part of these required phone calls. New members were required to stay at an active member's off campus apartment for multiple days without being able to leave as a condition of their membership selection process. The organization’s new member process was conducted by individuals who were not active members of the chapter and were not authorized to lead a membership intake process by their national organization. 

Outcomes:

  • Registration Suspension effective May 21, 2021 until January 1, 2023.
    • In order to return to campus, the chapter must regain recognition per the Recognition Guidelines set by the Office of Fraternity and Sorority Life and determine a desired return date with the Office of Fraternity and Sorority Life. Recognition may not be regained if the appropriate guidelines are not met.
    • The national/international organization must send at least one professional staff member to assist with the re-establishment, new member recruitment, and new member education process of the chapter upon its return to campus. Any chapter alumni involved in the re-establishment, new member recruitment, and new member education process must be screened and approved by the national/international organization.
      Any chapter alumni involved in chapter management upon completion of the re-establishment process must be screened and approved by the national/international organization.
  • For two calendar years after returning to campus, chapter leadership must, in collaboration with the Office of Fraternity and Sorority Life, plan and conduct regular training regarding hazing.

Campus safety is an important consideration for any community. To enhance campus safety, the UNC Charlotte provides an annual report to current and prospective students and employees. The information in this report can help empower members of the campus community. Students and employees can take advantage of campus resources and can make well-based decisions that impact individual as well as community safety.

Annual Security Reports (Clery Act)

Summary of the Clery, or “Right to Know” Act:

The Jeanne Clery Campus Safety Act mandates all colleges and universities, which receive federal financial assistance, to annually produce a report regarding campus crime and safety. Each year the updated report must be distributed to current students and employees. Prospective students and employees also must be made aware of the availability of the report.

While both the campus transparency and annual security report (ASR) aim to inform the campus community, campus transparency focuses on broader institutional information and practices, while the ASR specifically addresses campus safety and crime statistics, mandated by the Jeanne Clery Campus Safety Act.
